OSLO (AP) — President Barack Obama won the 2009 Nobel Peace Prize on Friday in a stunning decision designed to encourage his initiatives to reduce nuclear arms, ease tensions with the Muslim world and stress diplomacy and cooperation rather than unilateralism.

WASHINGTON (AP) — President Barack Obama said Friday he was honored and humbled to win the Nobel Peace Prize and would accept it as a "call to action" to work with other nations to solve the problems of the 21st century.

A beaming Obama told reporters in the White House Rose Garden that he wasn't sure he had done enough to earn the award, or deserved to be in the company of the others who had won it before him.

But, he said, "I will accept this award as a call to action, a call for all nations to confront the challenges of the 21st century."

Obama will travel to Oslo, Norway, in December to accept the award.

Many observers were shocked by the unexpected choice so early in the Obama presidency, which began less than two weeks before the Feb. 1 nomination deadline and has yet to yield concrete achievements in peacemaking.

Some around the world objected to the choice of Obama, who still oversees wars in Iraq and Afghanistan and has launched deadly counter-terror strikes in Pakistan and Somalia.

The Norwegian Nobel Committee countered that it was trying "to promote what he stands for and the positive processes that have started now." It lauded the change in global mood wrought by Obama's calls for peace and cooperation, and praised his pledges to reduce the world stock of nuclear arms, ease American conflicts with Muslim nations and strengthen the U.S. role in combating climate change.

The peace prize was created partly to encourage ongoing peace efforts but Obama's efforts are at far earlier stages than past winners'. The Nobel committee acknowledged that they may not bear fruit at all.

"He got the prize because he has been able to change the international climate," Nobel Committee chairman Thorbjoern Jagland said. "Some people say, and I understand it, isn't it premature? Too early? Well, I'd say then that it could be too late to respond three years from now. It is now that we have the opportunity to respond — all of us."

The selection to some extent reflects a trans-Atlantic divergence on Obama. In Europe and much of the world he is lionized for bringing the United States closer to mainstream global thinking on issues like climate change and multilateralism. At home, the picture is more complicated. As president, Obama is often criticized as he attempts to carry out his agenda — drawing fire over a host of issues from government spending to health care to the conduct of the war in Afghanistan.

U.S. Republican Party Chairman Michael Steele contended that Obama won the prize as a result of his "star power" rather than meaningful accomplishments.

"The real question Americans are asking is, What has President Obama actually accomplished?" Steele said.

Obama's election and foreign policy moves caused a dramatic improvement in the image of the U.S. around the world. A 25-nation poll of 27,000 people released in July by the Pew Global Attitudes Project found double-digit boosts to the percentage of people viewing the U.S. favorably in countries around the world. That indicator had plunged across the world under President George W. Bush.

"Only very rarely has a person to the same extent as Obama captured the world's attention and given its people hope for a better future," Jagland said.

French President Nicolas Sarkozy, who has made no secret of his admiration for Obama, called the decision the embodiment of the "return of America into the hearts of the people of the world."

But Obama's work is far from done, on numerous fronts.

He said he would end the Iraq war but has been slow to bring the troops home and the real end of the U.S. military presence there won't come until at least 2012.

He's running a second war in the Muslim world, in Afghanistan — and is seriously considering ramping up the number of U.S. troops on the ground and asking for help from others, too.

"I don't think Obama deserves this. I don't know who's making all these decisions. The prize should go to someone who has done something for peace and humanity," said Ahmad Shabir, 18-year-old student in Kabul. "Since he is the president, I don't see any change in U.S. strategy in the wars in Iraq and Afghanistan."

Obama has said that battling climate change is a priority. But the U.S. seems likely to head into crucial international negotiations set for Copenhagen in December with Obama-backed legislation still stalled in Congress.

Former Polish President Lech Walesa, who won the prize in 1983, questioned whether Obama deserved it now.

"So soon? Too early. He has no contribution so far. He is still at an early stage. He is only beginning to act," Walesa said.

"This is probably an encouragement for him to act. Let's see if he perseveres. Let's give him time to act," Walesa said.

Last year's prize winner, former Finnish President Martti Ahtisaari, saw the award as vindication that Obama "is ready to seriously seek a solution to the question of Israel and Palestine," he told Finnish broadcaster YLE.

"Of course, this puts pressure on Obama. The world expects that he will also achieve something," Ahtisaari said.

Unlike the other Nobel Prizes, which are awarded by Swedish institutions, the peace prize is given out by a five-member committee elected by the Norwegian Parliament. Like the Parliament, the committee has a leftist slant, with three members elected by left-of-center parties. Jagland said the decision to honor Obama was unanimous.

The award appeared to be at least partly a slap at Bush from a committee that harshly criticized Obama's predecessor for his largely unilateral military action in the wake of the Sept. 11 terror attacks. The Nobel committee praised Obama's creation of "a new climate in international politics" and said he had returned multilateral diplomacy and institutions like the U.N. to the center of the world stage.

"You have to remember that the world has been in a pretty dangerous phase," Jagland said. "And anybody who can contribute to getting the world out of this situation deserves a Nobel Peace Prize."

Until seconds before the award, speculation had focused on a wide variety of candidates besides Obama: Zimbabwe's Prime Minister Morgan Tsvangirai, a Colombian senator, a Chinese dissident and an Afghan woman's rights activist, among others. The Nobel committee received a record 205 nominations for this year's prize, though it was not immediately apparent who nominated Obama.

"The exciting and important thing about this prize is that it's given to someone ... who has the power to contribute to peace," Norwegian Prime Minister Jens Stoltenberg said.

Archbishop Desmond Tutu of South Africa, who won the prize in 1984, said Obama's award shows great things are expected from him in coming years.

"It's an award coming near the beginning of the first term of office of a relatively young president that anticipates an even greater contribution towards making our world a safer place for all," Tutu said. "It is an award that speaks to the promise of President Obama's message of hope."

Obama is the third sitting U.S. president to win the award: President Theodore Roosevelt won in 1906 and President Woodrow Wilson was awarded the prize in 1919.

Wilson received the prize for his role in founding the League of Nations, the hopeful but ultimately failed precursor to the contemporary United Nations.

The Nobel committee chairman said after awarding the 2002 prize to former Democratic President Jimmy Carter, for his mediation in international conflicts, that it should be seen as a "kick in the leg" to the Bush administration's hard line in the buildup to the Iraq war. Five years later, the committee honored Bush's adversary in the 2000 presidential election, Al Gore, for his campaign to raise awareness about global warming.

In July talks in Moscow, Obama and Russian President Dmitry Medvedev agreed that their negotiators would work out a new limit on delivery vehicles for nuclear warheads of between 500 and 1,100. They also agreed that warhead limits would be reduced from the current range of 1,700-2,200 to as low as 1,500. The United States now has about 2,200 such warheads, compared to about 2,800 for the Russians.

But there has been no word on whether either side has started to act on the reductions.

Former Peace Prize winner Mohamed ElBaradei, director general of the International Atomic Energy Agency in Vienna, said Obama has already provided outstanding leadership in the effort to prevent nuclear proliferation.

"In less than a year in office, he has transformed the way we look at ourselves and the world we live in and rekindled hope for a world at peace with itself," ElBaradei said. "He has shown an unshakable commitment to diplomacy, mutual respect and dialogue as the best means of resolving conflicts."

Obama also has attempted to restart stalled talks between the Israelis and Palestinians, but just a day after Obama hosted the Israeli and Palestinian leaders in New York, Israeli officials boasted that they had fended off U.S. pressure to halt settlement construction. Moderate Palestinians said they felt undermined by Obama's failure to back up his demand for a freeze.

Obama was to meet with his top advisers on the Afghan war on Friday to consider a request by Gen. Stanley McChrystal, the U.S. commander in Afghanistan, to send as many as 40,000 more troops to Afghanistan as the U.S war there enters its ninth year.

Obama ordered 21,000 additional troops to Afghanistan earlier this year and has continued the use of unmanned drones for attacks on militants in Afghanistan and Pakistan, a strategy devised by the Bush administration. The attacks often kill or injure civilians living in the area.

Nominators for the prize include former laureates; current and former members of the committee and their staff; members of national governments and legislatures; university professors of law, theology, social sciences, history and philosophy; leaders of peace research and foreign affairs institutes; and members of international courts of law.

In his 1895 will, Alfred Nobel stipulated that the peace prize should go "to the person who shall have done the most or the best work for fraternity between the nations and the abolition or reduction of standing armies and the formation and spreading of peace congresses."

The committee has taken a wide interpretation of Nobel's guidelines, expanding the prize beyond peace mediation to include efforts to combat poverty, disease and climate change.

The Norwegian Nobel Committee decided not to inform Obama before the announcement because it didn't want to wake him up, committee chairman Thorbjoern Jagland said.

"Waking up a president in the middle of the night, this isn't really something you do," Jagland said.

Obama has incremented the soldiers in Afganistan to continue killing civilians and children. he has not ended the war on Irak and has not ended the genocidal embargo against the cuban people. He has not done anything against the repressive dictator Micheletti in Honduras. He did not deserve the award yet. he continues being another belligearent american.

So may I present where is the peace? He had done little in Iran and he is contemplating in Afganastan? I am happy for an Amrerican to get an award but how is what Hussien has done and the Hitlerish Bush has done, I just dont see a lot of difference. I want Hussien to succeed but again we have disconnects and not many really recognize these disconnects. If someone has some good Kool-Aid to drink let me know and I just might come over and indulge with you. Jeez peace? Oboma has done little or less than Bush the hitleriean did. This is a joke right?

This acceptance of the Nobel Peace Prize simply shows the lack of character that Obama has. He should have thanked the committee and declined acceptance. He admitted that he doesn't deserve the award. It's the first time that I agree with him.

stinker......it's a strange world.....yes, the Chinese entered the war in waves and it was totally unexpected....MacArthur was successful in pushing the chinks north of the 38th parallel & the general wanted to move on...Truman said no because he was fearful that the Chinese would get more involved and that the war might be extended to Chinese soil....So, why did we enter the damned war in the first place...and what was even more surprising is that the American people allowed it all to happen without even so much as a peep....just 5 short years after world war II....Sure we're doing business with a previous enemy, the Chinese.....just like we're doing business with our previous enemies in Europe & Japan in the far east....events change and we must adapt to the changing times.

This prize (like most social and political prizes) has managed to completely lose all credibility. They've gone from the place of offering simple reward and recognition to those who have accomplished the extraordinary, to the current place of trying to elicit and promote specific, controlled responses in the emotions of those who hear about the reward.

Nearly every award, from the Noble family of awards, to the college football awards, has become more of an opportunity to make a political statement than a device used to give positive attention to an individual whose actions might normally be overlooked.

Pathetic. How the founders of these awards, like Mr. Noble himself, would feel if they were alive to see what a laughingstock their awards are becoming.

Willis- You've posted one that I don't think I can top so I wont even try....Went to the grocery store earlier in the afternoon and found that the price of a gallon of milk had dropped to $2.87 a gallon. The last time I went, about a year ago, milk was over $3.48 a gallon...Are we in a deflationary spiral or what. I will have to admit that I was udderly surprised.

Billy--just what kind of "pass" is he getting? I've seen nothing but criticism here since he started. As for Bush, he was criticized for attacking Iraq under false pretenses. No weapons of mass destruction, remember? Wasn't there. But there we were with a great big country we'd made a mess of and then had to pacify and "nation-build" the very same thing Bush criticized in the debates. Bush earned every bit of failure he got.

I was aboard a heavy cruiser, Diaper, USS Los Angeles CA 135..I felt sorry for the Marines & the infantry fighting on the ground...Another war that should have never been fought. The idea of coming home to a ticker throwing parade never crossed my mind. I was just glad to get back and get on with my life......I don't know what the Namers expected.

B/O looked totally embarassed to me today ...Kind of like the Draft Dodger (Clinton) trying to give a salute to a Military Man when he exited his Plane or Chopper...It just did not fit and neither does this "so called" award. He looked very clumsy and knows in his heart that smoke and mirrors can only last so long....Kind of like when Dorothy and her friends finally saw the Wizzard of OZ behind the green curtain for what he truly was....
He would serve himself well to tell the Nobel folks that after further consideration : Thanks...... but NO THANKS !!!!

Been and go deer hunting plenty, Don. Glad you served, thanks for that. I like beans, onions, sliced tomatoes--going easy on the taters these days. Joe the plumber's problem was that he mouthpeiced stuff he heard, and was not subject to the tax increase he claimed he was getting. He was picked up by FOX as some kind of folk hero who turned out not to be telling the truth about everything he claimed. Kind of like the pharmicist here recently. But since you fought in Korea--did you see the Chinese soldiers in wave attacks?

How could any American be critical of our President winning this Nobel prize? What is wrong with our citizens? Why are some people so full of hate? Is it hate or jealousy or both?

Unfortunately, Billy, McVeigh was plenty more than a slug. He was an effective, decorated soldier with a combat bronze star. He became infected with a very mean right-wing agenda, much of which I see being spouted on here regularly--stuff like the U.N. is going to take us over, that Democrats are really communists, all that. Nobel started the whole thing to make contrition for blowing up the world vis-a-vis TNT. Their selection is usually meant to shake things up. The bad thing for in selection Obama now is that it really in a way cheated him by giving it to him early. Its like naming someone a valedictorian of their senior school class while still in 11th grade. How if Obama's future includes something like a total stand down of Al Queda, Israel allowing Palestine to flourish, and total world peace, well, he's shot his wad. He could conceivably get another award in literature if he wrote come kind of great book but there are a few hundred people ahead of him in that category.

Irena Sendlerowa made a tangible difference in the lives of 2,500 Polish Jews, many of whom she smuggled out of a Warsaw slum in suitcases and burlap bags. She was nominated to receive the Nobel in 2007 but lost out to Al Gore.

As a member of the Senate Foreign Relations Committee, Obama made official trips to Eastern Europe, the Middle East, and Africa. In August 2005, he traveled to Russia, Ukraine, and Azerbaijan. The trip focused on strategies to control the world's supply of conventional weapons, biological weapons, and weapons of mass destruction as a first defense against potential terrorist attacks.

He joined Chuck Schumer (D-NY) in sponsoring S. 453, a bill to criminalize deceptive practices in federal elections, including fraudulent flyers and automated phone calls, as witnessed in the 2006 midterm elections.

Obama also introduced the "Iraq War De-Escalation Act", a bill to cap troop levels in Iraq, begin phased redeployment, and remove all combat brigades from Iraq before April 2008.

Later in 2007, Obama sponsored with Kit Bond (R-MO) an amendment to the 2008 Defense Authorization Act adding safeguards for personality disorder military discharges, and calling for a review by the Government Accountability Office following reports that the procedure had been used inappropriately to reduce government costs.

joined Chuck Hagel (R-NE) in introducing legislation to reduce risks of nuclear terrorism.A provision from the Obama-Hagel bill was passed by Congress in December 2007 as an amendment to the State-Foreign Operations appropriations bill.

Obama also sponsored a Senate amendment to the State Children's Health Insurance Program (SCHIP) to provide one year of job protection for family members caring for soldiers with combat-related injuries. After passing both houses of Congress with bipartisan majorities, SCHIP was vetoed by President Bush in early October 2007, a move Obama said "shows a callousness of priorities that is offensive to the ideals we hold as Americans."

The Nobel Peace Prize has been lost in politics. Just look at some of those who have received it. Political gansters such as Le Duc Tho, (who declined it), Mikhail Gorbachev and Yasir Arafat. Then there are the bufooons; Jimmy Carter and Al Gore. Now we have the community organizer, Barak Obama whose indecision on what to do with Iran and Afghanistan will most likely lead to wider and more dangerous conflicts. There are three individuals that come to mind, who never won, and are more deserving of this "Peace Prize": Mohandes Gandi who peacefully ended British rule in India; Ronald Reagan who peacefully ended the Soviet empire and Otto Schindler who saved thousands of Jews from the Nazis during Wold War II.

In Virginia, public records exist of my Great great grandfather trading slaves for cattle, etc. I am a republican conservative (and really more libertarian) but I find it hard to believe people actually owned other human beings. Again, we don't see things the same way. I'm glad you can read a dictionary though. I was conscious of the definition with my post and stand by my statement. Nothing you have presented supports your argument though. Just because you call something evil does not make it true. Morality is relative, and is often merely an opinion of the jilted. Harmful, injurious, I imagine so, but one could also say the same about the Bush Administration's policies too. Of course, as opposed to being harmful or injurious to the few elite, Bush's policies were harmful to more than half the country and an entire other nation. I could go on and on and dispute each of the 14 you listed, but in the end, it is all relative based on one's warped view of reality, coupled with a dying thought process struggling to validate itself in a changing world where archaic thinking such as your's simply is not the status quo anymore.

Obama has had to buck a lot of opposition in this country who would keep us locked in fear. He has reached out his hand to the Muslim world and has been called a "secret Muslim." He has tried to bring about adequate health care for all Americans and have been called a socialist, communist, facist, Nazi (even these contridict each other). His birth, his patriotism, his morality have been questioned by those who own morals are far worse. I believe the Nobel committee wants to honor the way he has tried to change the tone of international relationships. We should feel proud that our president, yours and mine, has been so honored.

Look who's been attacking whom. In the protests and such, Pelosi was saying conservative rhetoric fueled hate and violence and described the Harvey Milk assassination. However she failed to point out that today's violence spawns from the conservatives dominating the debates with liberals which yields "ad hominem" attacks from liberals. A prime example is the people calling others "hillbillies" and "racists" and "bigots." Not only that, but they overlook the fact that liberals are physically attacking elderly people against rationed medicine (biting the dudes finger off) and the liberal that killed the anti-abortion guy in Michigan.

Whose rhetoric perpetuates hate? One needs only an objective viewpoint and independent thinking, rather than being biased and regurgitating party-lines or resorting to name calling, that seems to be the liberal way.

Evil? Why are such terms used so loosely? Evil is indicative of nothing but originating from the Devil/dark side. How can you use such a term for someone who's main goals are improving the lives of those less fortunate? I'm not commending Eric's post by any means, he should have read the article. But such a statement like that illustrates why the republicans are losing ground in this country. Repuublicans manipulate such terms as good and evil to represent that the are the Godly Christians, and anything done against their will is evil. I'm sorry, but that's not the case. Goodwill for those less fortunate is certainly a central Christian ideal, and no amount of Republican rhetoric can change that. But nice try Fernando. I'm in my 60s ... it's been a long, dark wilderness since I was a kid in the 1950s. My grandson is a Norwegian 5-year-old, so I actually know quite well Norwegians. They are a good people. I think this award was given, not necessarily for accomplishments, but as an encouragement. The Nobel committee said as much in a statement. They likened it to giving the Peace prize to Mikhail Gorbachev as an encouragement for starting down the right road. I think this is what they have done this year. Oftentimes, they give the award to protect a peacemaker in a precarious position. I'm thinking of the Burmese dissident woman here. Our president has, in fact, changed the tone in the world a teeny little bit. I appreciate that the committee is recognizing this and encouraging further movement in this direction. I have a spouse of nearly 40 years who lives and works in the Middle East. Anything that eases the hatred is something I thank god for.

And I am a little prouder and taller that one of us has been recognized so.

Well, I'll respectfully disagree with you Fernando. I sincerely hope you have a positive influence on some of the more vocal members of your party. I know there are good republicans in this country. Unfortunately the bad ones tend to be more vocal and have certainly cast a dark shadow upon your party. I can understand your political views leading you to the republican party, but where have the republicans taken the country in relation to their key ideals? What happened to the idea of small government being the central tenet of their philosophy. The last three republican presidents not only expanded the government as a whole, but plunged us into deep deficits. Sounds like what Republicans argue as to why Democrats should not have power. I can understand you being religious, I am too, grew up and Baptized in a Southern Baptist church. I have always, as my family has taught me, felt that religion and politics do not mix. However, even if I did let my religious views influence my political thinking, it would be hard for me, a Christian, to side with a war-mongering party. It would be hard for me, a Christian, to side with a party who's central tenet seems to be money above all else.

When you have a world economy where 90% of the world lives below what America defines as the poverty line, the recession means nothing to them because they were already poor. I take the Nobel Peace Prize with a grain of salt. When this little organization awards Arafat (a terrorist) a Nobel Peace Prize, there's something fundamentally wrong with this organization and it tarnishes the other Nobel Prizes. Mr. Obama has not done anything of substance yet in his 9 months in office other than sprouting platitudes and apologizing for the existance of this country.

Did this country make some errors of judgment in the past? Yes. But, we overcame these things and strove to be better. Yes, this country is not perfect, but we've made a lot of progress compared to other countries. The United States of America is the best country in the world. We've liberated other countries from bondage, funnelled money and food to other countries in need and welcomed refugees from corrupt political regimes. All i can say to those of you who despise this country is this: Why are you still here if this country is so bad? What's keeping you from going to these other countries whose form of government you desire to live under? You'd rather stay here and take of the blessings this country has to offer you and bad-mouth our country at the same time. I consider you to be even lower than a traitor, because you are cowards - hiding behind your version of "patriotism" while throwing slurs against those who desire to put this country first and to defend what freedoms we have left.

Lefty, how about you start thinking for yourself once in a while? Didn't anyone ever teach you how to think critically and logically instead of babbling the "party line"? I have never toed the party line and I have never voted along party lines. I select the candidate based upon what he or she has to offer our city, state or nation. Their re-election depends upon how they perform once in office and whether or not they carried out what they promised to do during the election...and if their allegience is to the constituents or to the establishment.

The issues of today is more than Republican versus Democrats, liberals versus conservatives. It's how can we keep the torch of freedom brightly lit while standing strong for truth and justice and our way of life. It's about maintaining standards or do whatever feels good. It's about making sure that whatever we do, we must make sure that the torch of liberty and the blessings of freedom does get handed down to the next generation, otherwise all the blood and labors of our forefathers were ultimately in vain.

I had my suspicions about the Nobel committee back when they awarded the prize to Al Gore but this certainly confirms the fact that they are nothing but a left-leaning political action group. How can you award a peace prize to someone who has done absolutely nothing in bringing about real peace. I guess the Nobel committee wasn't interested in how ineffectual Obama has been in his own country. Peace prize....I think it would have been better to award him a prize for being a piece.....

In a world where speeches mean more than action, this makes sense. The United Nations has been ineffective at just about everything, except setting up refugee camps in war-torn or impoverished areas. They haven't quelled any violence, prevented any regime from pursuing nuclear ambitions, or resolved any issues of atrocities around the world. And neither has Obama. All they do is form committees that talk about getting things done.
Obama's speeches and policies will never prevent Iran from achieving status as a nuclear power. He has yet to figure out a policy for Afghanistan. Even his domestic policies have a potential negative global affect, as the US may not have the wealth to continue to be a world leader in the near future. There is a HUGE difference in TALKING a good game and DOING good things. Apparently, talking is all it takes to win a Nobel Prize (still waiting for that global warming Mr. Gore - also a Nobel Prize winner...).

I never said he was a good president. I didnt compare Obama to Jesus only stated that Jesus would want all his sheep to be taken care of and Universal Health Care would be one of those things. There is a difference between Obama and the guy teaching in Tulsa. Ones the President and when the President of the USA talks people tend to listen and its on a Grander Bigger stage. Didn't Yaser Arafat also win. Nobel is highly politicized by the left for the left, of the left. Its meaningless, without value, and of no use to the world today. I personally have nothing against the bamster and I have a whole list of people here in the U.S.A. who really do deserve this award. One lives in Tulsa. He has done more to bring peace to the world than any other man living in the U.S.A. He has sacrificed his freedom and well being to bring knowledge and wisdom to our education system and he is the most deserving person I can ever think who deserves a Nobel prize. His name is Yevgeny Yevtushenko and he now lives and teaches in Tulsa.

Look at Yevgeny Yevtushenko's Wiki page and just see how this man has done centuries of more to benefit this world than Obama could do in 100 lifetimes. The fact that Yevgeny Yevtushenko has not won and Obama did from just 7 months of service is a rock-solid-fact that the Nobel is nothing but a tool of the left, for the left, by the left.
