EDMOND — Edmond taxpayers could become the owners of almost an acre adjacent to Pelican Bay in E.C. Hafer Park if council members accept a deed on Monday from the developer of the Bridges of Spring Creek.

The Edmond City Council meeting begins at 5:30 p.m. at 20 S Littler Ave.

Developer Brad Goodwin, of Sooner Land Development, made the offer to city officials in 2006 as he fought to get approval for the Bridges of Spring Creek located north of 15th Street on Bryant Avenue.

The 31,908-square-foot piece of land is expected to be used for parking and green space.

Assistant City Manager Steve Commons said about two-thirds of the land will be used for parking — probably employee parking for Pelican Bay. The swimming complex and donated land will be connected with a sidewalk, he said.

The agreement calls for the city to construct at least 25 paved parking places within five years. There must be site lighting and 15 percent landscaping. The city can't store materials or equipment, construct buildings or conduct parades from the site, according to the agreement.

Planning commissioners this week approved deeds for five lots in the Bridges of Spring Creek. The action will allow the owner to sell the lots before development is completed.

In other action
Council members will call for a Nov. 4 bond election to fund a new Public Safety Center to house police headquarters, the city's 911 communication center and emergency management operations.

Council members are asking taxpayers to increase their property taxes to come up with $31.5 million for the new center to be constructed at Kelly Avenue and Main Street.
