Rocky Wade Johnson, 26, was charged Thursday with three counts of rape by instrumentation, three counts of oral sodomy and two counts of sexual battery.
Investigators say the victims were teenage girls involved in the Department of Human Services' independent living program. The program is geared toward foster children 15 and older, who have opted against adoption and would be on their own at 18.
DHS spokesman George Johnson, no relation to Rocky Johnson, said the department conducted an internal investigation in June and Rocky Johnson resigned before it concluded.
An OSBI agent who investigated the allegations said the incidents occurred when Johnson took two teenage girls and a boy to Robbers Cave State Park in Latimer County.
The affidavit filed in Pittsburg County says that one two occasions Johnson inappropriately touched the girls. Johnson was jailed in the Pittsburg County jail Thursday and bonded out Thursday night, said District Attorney Jim Miller.
