In the notice of inquiry, dated Sept. 20, NCAA director of enforcement Julie Roe said the investigative portion of the process could be completed by today.
"That date is just a target," Castiglione said. "It would be great if (the enforcement staff) would hit it, but I don't know if it's possible, or probable."
Castiglione declined further comment, citing the school's policy of not commenting during the course of the investigation.
Once the enforcement staff's review is complete, the next portion of the process would be a joint effort between OU and the enforcement staff to produce a summary disposition report to submit to the NCAA Committee on Infractions. The Committee on Infractions could then accept the report or summon OU to a hearing.
OU declared Bomar and Quinn ineligible and dismissed them from the football program last August after an internal investigation uncovered evidence the players had accepted payment for hours they hadn't worked at a Norman car dealership. The school submitted a self-report to the NCAA, which then began its investigation.
